In a medium bowl, toss together broccoli, olive oil. garlic, salt, and pepper until well combined. Evenly distribute on a baking sheet and roast for 15 minutes.
While broccoli is roasting, bring rice and vegetable stock to a boil in a medium saucepan. Cover and simmer according to package instructions, about 10 minutes.
